Define what your team would own
A working prototype is only part of a customer-facing assistant. Someone must maintain source content, access rules, evaluations, incident handling and human escalation. List these responsibilities before comparing options. Estimate ongoing staff time as well as infrastructure and vendor charges; there is no universal percentage split between engineering and operations.
When buying is a reasonable starting point
A supported product can be useful when its existing workflow meets your needs and your team prefers to configure and operate it. Evaluate configuration limits, export options, support and the ability to stop an incorrect action. A vendor can supply controls and contractual commitments, but purchasing software does not transfer all of your compliance responsibilities to that vendor.
When building has a defensible purpose
Custom development can make sense when the required workflow or integration is central to your product and cannot be obtained through suitable software. Confirm that the team can maintain it after launch. Model changes, retrieval failures, permissions and external-system errors must be part of the maintenance plan. Team size alone is not a sound decision rule.
How a combined approach can work
You can use a product for customer conversations while retaining ownership of content, evaluation cases and business policy. Verify the actual interfaces before assuming a custom knowledge or action layer will connect. Keep canonical documents and test cases portable so a future product change does not erase the work.
Run a bounded comparison
Choose a small customer job with an agreed answer set and escalation route. Compare correctness, time to operate, integration effort and total cost over a representative period.
